
As we close out School Board Recognition Month, we're highlighting our individual APISD Board members and their service to our District.
Board Vice President John Mullenax grew up in Ingleside, Texas, and graduated from Ingleside High School in 1967. After high school, he attended Del Mar College in Corpus Christi from 1967 to 1969 before continuing his education at Texas A&I University from 1969 to 1971, where he earned a Bachelor of Science in Education with a major in Health & Physical Education and History.
In 1971, Mr. Mullenax married Brenda Kay Passmore, a 1971 graduate of Aransas Pass High School. That same year, he was drafted into the military and enlisted in the U.S. Air Force. He entered active duty in May 1972 and was commissioned as a Second Lieutenant in September 1972. After completing his training, he earned Navigator Wings at Mather AFB, California, in December 1972. Over the course of his military career, he flew in B-52 aircraft and later served in operations related to B-52, B-1, and B-2 bomber aircraft. Mr. Mullenax retired in August 2000 as a Lieutenant Colonel after serving 28 years in the Air Force.
After retiring from the military, Mr. Mullenax and his family returned to Aransas Pass, where they could be close to relatives. In August 2001, he was hired as a Social Studies teacher at A.C. Blunt Middle School in Aransas Pass. Mr. Mullenax later obtained his certification in Administration and was hired as the Assistant Principal at Aransas Pass High School in 2006. He retired from education in 2011 to care for his wife, who had become severely ill.
In 2012, Mr. Mullenax volunteered to fill an open position on the Aransas Pass ISD Board of Trustees. Since then, he has served the district in various roles, including Trustee, Secretary, Vice President, and President. Mr. Mullenax has a passion for advocacy for public schools, and is an active member of the Texas Association of School Boards Legislative Council for the Region 2 Education Service Center.
Mr. Mullenax is the proud father of two sons, Kevin and Timothy. Kevin is a Social Studies teacher and coach at Dickinson High School in Dickinson, Texas, where he lives with his wife, Shannon, an elementary school teacher at Calder Elementary in Dickinson ISD. They have two children, Zachary Thomas and Marley Kay. Timothy is the Band Director at El Dorado High School in El Dorado, Arkansas, where he resides with his wife, Brittaney, an elementary teacher at Hampton Elementary School in Hampton, Arkansas. They have two daughters, Abigail and Avery Jo.
Mr. Mullenax is actively involved in several organizations, including as a Life Member of VFW Post 2932 in Aransas Pass, a Life Member of the Knights of Columbus, and a Board Member of the Ingleside Education Foundation. He also serves as an officer of the Ingleside Exes Association and is a member of St. Mary, Star of the Sea Catholic Church. Mr. Mullenax is also honored to be an honorary member of the International Thespian Society Troupe 53 of Aransas Pass High School.
Through his service and dedication to both the community and education, Mr. Mullenax Mullenax continues to make a significant impact in Aransas Pass and beyond.

Board Secretary Olivia Hill has been a full-time resident of Aransas Pass since 2019, though she had a second home in the area for several years prior. Originally from a small farm town in South Georgia, Mrs. Hill pursued her higher education at Alabama A&M University in Huntsville, Alabama, where she studied Electrical Engineering. During her time in college, she began her professional career working with the Department of Defense.
Mrs. Hill is married to Green (G.A.) Hill IV, a 2009 graduate of Aransas Pass High School and a well-known figure for his basketball achievements both in high school and college. Together, they own Spencer Grove, a real estate development firm and brokerage.
Mrs. Hill’s decision to become a trustee was driven by her desire to create better opportunities for the children in her community. Recognizing a need for leadership, she was motivated to take action and believes in being the change she wishes to see. Mrs. Hill brings a unique perspective to the board, having been raised by an educator and possessing a background in construction, technology, and business.
Mrs. Hill’s favorite things in life are being a wife and aunt, traveling the world, attempting to garden, and whipping up new recipes for her family. In her high school days, she was actively involved in cheerleading, track, and public speaking competitions.

APISD Trustee Victor Galvan is a lifelong resident of Aransas Pass and a proud graduate of Aransas Pass ISD, Class of 1985. Mr. Galvan went on to earn a Bachelor of Business Administration (BBA) from Texas A&I University in 1989. His deep-rooted connection to the community is reflected in the fact that every member of his immediate family is also an APISD alumnus: his wife, DeAnna (Class of 1989), and his children Scott (Class of 2007), Ryan (Class of 2009), Troy (Class of 2015), and Jocelyne (Class of 2023). Scott, along with his wife Lizbeth and their three children, continues to live in Aransas Pass. Ryan, a U.S. Army Sergeant First Class, resides with his wife Lydia and their daughter in Killeen, Texas, where he is stationed at Fort Cavazos. Troy and his partner Cheynne, along with their son, also call Aransas Pass home. Jocelyne, a recent graduate of APISD, is currently attending the University of Houston at Victoria, where she is a member of the UHV Jaguar Softball team.
Mr. Galvan’s decision to serve on the School Board of Trustees stems from the profound impact his own education at APISD had on his life. He credits his teachers and coaches for believing in him and guiding him to success, ensuring that he didn't become just another dropout statistic. His experience drives his unwavering commitment to the success of all APISD students. He believes that as a Board member, it is their moral obligation to provide each student with an education that opens doors to success, whether in the workforce, military, or higher education. Mr. Galvan is dedicated to ensuring that every student, regardless of their circumstances, has the opportunity to thrive.
In his spare time, Mr. Galvan enjoys spending time with his wife, family, and friends, watching his daughter and grandchildren participate in sports, and chasing after his three dogs around town when they manage to escape.

APISD Trustee Delfino Flores is a lifelong resident of Aransas Pass, Texas, and an alumnus of Aransas Pass ISD, graduating in the Class of 1979. He takes immense pride in his strong connection to the community, as his entire family are also graduates of Aransas Pass High School and continue to call Aransas Pass home. Mr. Flores’s family history within APISD is a testament to their longstanding connection to the community. His children, all alumni of Aransas Pass High School, include Ermelinda (Class of 1989), Delfino Jr. (Class of 2000), Dominique (Class of 2005), and Erik (Class of 2007). Ermelinda and her husband, Rocky, along with their three children, and Delfino Jr. and his wife, Sophie and their two children all continue to reside in Aransas Pass. Dominique, who tragically passed away in 2009, was a lifelong resident of Aransas Pass, and her son continues to live in the town. Erik, along with his wife, Liza, and their two children, also reside in Aransas Pass.
Mr. Flores’s decision to serve on the APISD School Board came at the request of many community members who encouraged him to run for office. His passion for serving his community and his desire to make a meaningful impact on the educational experience of students led him to join the Board in 2020. As a trustee, Mr. Flores is committed to being a voice for parents, students, and the wider community, advocating for positive changes that enhance and improve the school district's programs and services.
Outside of his responsibilities on the School Board, Mr. Flores enjoys spending time with his wife, supporting their children, and cherishing time with their eight grandchildren. The family's schedule revolves around attending various school activities, but they also make time to enjoy outdoor activities together. Whether it's family barbecues or fishing trips on his boat in local waters, Mr. Flores values the opportunity to bond with his loved ones and create lasting memories.

APISD Board President Wanese Butler has served the public in various volunteer roles for over 30 years, with 21 years of service directly to the youth of Aransas Pass through youth sports leagues, children’s ministries, boosters, and school-related activities. She served Panther Nation as a 10-year member and past president of the Athletic Booster Club, and as a parent/community representative on various school committees until the last of her children, niece, and nephews were at APISD in 2021. Her family is four generations of Panthers. Ms. Butler continues to serve as a volunteer teacher at church, and has assisted AP’s Project Graduation for the past 13 years.
In 2021, she answered the call to run for APISD Board of Trustees. Ms. Butler advocates for students and teachers through education and legislative forums. She was appointed as a Regional Vice President for the Texas Caucus of Black School Board members. In addition to public education service, she has been a civic liaison and volunteer to various boards and commissions for approximately 20 years. She currently serves on three City of Aransas Pass boards.
Ms. Butler works full time and has a dedicated professional career through local, state, and federal entities. Through continuing education, she is a TAMU-CC Alumni plus a graduate from four leadership programs and is working on her third professional certification. Appreciating her own experiences and growth, she is ever so grateful for her family along with the extended family that serving others brings. Ms. Butler’s continued service adage and drive is, “Doing what I can - while I can - right where I’m at".


Good Afternoon Charlie Marshall Elementary parents and guardians, Due to a campus power outage, CMES students will be released to parents beginning at 1:30PM. Buses will begin transporting bus-rider students home at that time. Walking students and those bus-rider students who do not have a parent or guardian to receive them at the stop will be held at the CMES library. All students will receive lunch before being released.
Classes will continue as normal at all other APISD campuses. Buses will run at their regular time for all other campuses.

The safety of our students and staff is always our top priority. Due to the anticipated overnight freeze and potentially hazardous early morning road conditions, APISD schools and facilities will be OPEN with a TWO-HOUR DELAYED START tomorrow, Wednesday, January 22, 2025.
Class Times:
Faulk and Charlie Marshall Elementary: 9:45 AM - 3:15 PM
A.C. Blunt Middle School and APHS: 10:00 AM - 3:45 PM
Morning bus routes and pick-up times will also operate on a two-hour delay. Athletic and extracurricular coaches and sponsors will update their groups directly regarding any schedule changes.
Unless otherwise notified by a supervisor, APISD staff should plan to arrive two hours later than their usual start time.
